Diagnosing tongue ties can be difficult.  While I cannot make a diagnosis without a complete examination, you are welcome to send photos of tongue and upper-lip frenums along with the symptoms you are experiencing and I will gladly let you know if I think it would be worth your while to come in for a consult.
